There are some NRDS areas, like Providence. However, NBSI roamers still run through there unimpeded most times.
0.0 is not "closed" to small gang roams. It's far more dangerous than lowsec, yes, especially for those without experience, but if you are in a corp with people who know their way around you should be fine.
Most 0.0 alliances are very specific about requirements needed to join them, be it a number of skill points, being able to fly a certain ship, etc. This helps them ensure member quality and reduce spies at thesame time. There are a couple of them who accept anyone, though: TEST Alliance and Goonswarm. You could try joining one of them.
There are also lowsec/hisec corps who go on regular roams into nullsec. One example is Eve University. You could also look into joining them.

In fact, I can think of no place where NRDS is actually enforced these days.
Providence (or rather, the people running it) like to pretend it's NRDS. Some of us like to prove them wrong.

They have very loose recruitment. The main corps (Dreddit and Goonwaffe respectively) only accept you if you're a member of Reddit or SomethingAwful.
However, this restriction can be bypassed if you get a recommendation from someone in the corp, and it doesn't apply to the other corps in TEST/Goonswarm.
